South Africa has launched a safeguard investigation into the import of certain flat-rolled steel products, demonstrating its commitment to maintaining a balanced and competitive steel market. This initiative, formally notified to the World Trade Organization’s (WTO) Committee on Safeguards on 3 February 2025, seeks to assess the impact of rising imports on domestic producers while ensuring fair trade practices.

The investigation, which began on 17 January 2025, focuses on flat-rolled products of iron, non-alloy steel, and other alloy steel. Authorities aim to determine whether increased imports are affecting the local industry’s stability and sustainability. By engaging stakeholders in the process, South Africa is fostering transparency and collaboration in trade policy decisions.

Importers, exporters, and other interested parties have been invited to participate by submitting relevant information and requesting hearings within 20 days of the investigation’s initiation. This approach ensures that all perspectives are considered, supporting a well-informed decision that balances trade growth and industrial resilience.

Safeguard investigations play a crucial role in international trade, allowing WTO members to take measured steps to protect vital industries while maintaining global market dynamics. If necessary, temporary trade measures may be introduced to support the domestic steel sector’s competitiveness and long-term growth.

This initiative underscores South Africa’s proactive trade management strategy, reinforcing its position as a key player in the global steel market. The outcome of this investigation will contribute to a fair and sustainable trading environment, benefiting both local industries and international trade partners.
