Japan is preparing to engage in high-level tariff discussions with the United States ahead of the upcoming visit of the U.S. Treasury Secretary Scott Bessent, who is set to attend the World Expo 2025 in Osaka later this month, according to reports by the Yomiuri newspaper.
Japanese officials are aiming to initiate talks between Tariff Negotiator Ryosei Akazawa and Secretary Bessent, with hopes of holding both a preliminary phone call and an in-person meeting during Bessent’s visit on July 19 for the U.S. National Day at the Expo.
This move reflects Japan’s commitment to pursuing constructive dialogue following the recent announcement by the U.S. government to implement a 25% tariff on Japanese imports starting August 1. Prime Minister Shigeru Ishiba has emphasized the importance of finding a balanced, mutually beneficial agreement and has tasked Akazawa with maintaining focus on negotiations, even amid the country’s upcoming upper house elections on July 20.
The Japanese government aims to host its first round of ministerial-level tariff discussions on home ground, ahead of the looming negotiation deadline. To date, Japan and the United States have held seven ministerial tariff meetings, all in Washington D.C.
With Bessent’s arrival nearing, Tokyo is also considering a possible meeting between Prime Minister Ishiba and the U.S. official to further reinforce cooperative efforts in addressing trade challenges.
