The Canadian government is proactively seeking public input on potential tariff adjustments for electric vehicle (EV) imports from China, marking a significant step towards fostering fair and balanced international trade. This initiative follows similar actions taken by the United States and the European Union to ensure a level playing field in the global EV market.
On July 2, 2024, Canada launched a 30-day public consultation period to gather diverse opinions on the proposed tariffs. This consultation reflects Canada’s commitment to transparent and inclusive policy-making in response to the evolving global trade environment.
The move aligns with recent measures by the U.S., where President Joe Biden announced increased tariffs on Chinese imports, including EVs, in May. The U.S. tariffs saw a substantial increase of up to 100%. Similarly, the European Commission raised tariffs on Chinese EV imports by up to 38.1%, aiming to support local industries and promote fair competition.
Deputy Prime Minister Chrystia Freeland highlighted the importance of these adjustments, stating, "Chinese producers are quite intentionally generating a global over-supply that undermines EV producers around the world, including here in Canada." The proposed tariffs are seen as a step towards ensuring that Canadian and other Western EV manufacturers can compete on a fair basis.
While Europe has pointed to high state subsidies in China as a cause of market imbalance, Chinese officials maintain that their practices are fair and deny any overcapacity issues. They advocate for continued collaboration, emphasizing mutual benefits in combating climate change and advancing transportation technologies.
Lü Xiang, a research fellow from the Chinese Academy of Social Sciences, expressed optimism about future cooperation, stating, "China and Canada have no disagreement in jointly tackling climate change with the latest technologies and new means of transportation. It is in the interest of the two countries to actively engage in cooperation wherever possible and seek win-win results."
