About the Publication

Published Date: December 2024

The Moroccan Customs and Indirect Taxation Administration (MCITA) is the primary agency responsible for enforcing customs and trade laws in Morocco. With a focus on combating counterfeit goods and transnational crime, the MCITA has implemented numerous initiatives that promote transparency, international cooperation, and sustainable development. These include the publication of the Moroccan Customs Tariff Handbook, the introduction of an online customs declaration portal, and the implementation of the WCO’s Data Model to improve the accuracy and timeliness of customs data.

Internationally, the MCITA has strengthened its cooperation with neighboring countries, such as Algeria, through intelligence-sharing agreements and participation in regional workshops and international training programs. The MCITA has also introduced legal reforms like the 2022 Customs and Indirect Taxation (Amendment) Act, which enhances its powers to combat illegal trade.

In line with sustainable development goals, the MCITA has introduced a paperless clearance system, energy-efficient systems, and a green customs initiative to reduce environmental impact. Additionally, social responsibility initiatives, including a code of conduct for customs officials, help promote ethical practices.

Through trade facilitation initiatives such as a single window system for document submission, the MCITA has streamlined the customs clearance process, making it more efficient and cost-effective for traders.
